One to keep on your radar: the James Joyce Ramble (10K) in Dedham, Massachusetts on April 26th. Beautiful course, good hills, costumed actors reading Joyce, good spectators, free pints and food afterwards. Good times. http://www.ramble.org/

Any insight on the lack of races in Brooklyn?

Lot of the established Brooklyn races in the park are later in the year (the iffy weather is at least one of the factors). But it's also entirely possible I missed one or two, so if you see any, holler.
